The OIC of the Bulathsinhala police station appeared before the Matugama Magistrate’s Court and was ordered to be held in remand prison until 15 July.
This follows an ongoing investigation into allegations that he sexually assaulted a police constable and attempted to commit an unnatural sexual act within the official residence.
Court proceedings revealed that on 26 March, the constable was resting in the barracks after completing a day shift.
Around 1:03 a.m., the officer in charge called the constable from the official residence and instructed him to arrive there immediately.
Believing the summons related to an urgent matter, the constable complied.
Upon arrival, the constable found the officer in charge sitting on a sofa in the living room with a bottle of alcohol on the table.
Following the officer's instruction, the constable consumed a small amount of alcohol. The officer in charge then directed the constable to sit on the sofa, gripped his hand, kissed his chest area, and attempted to touch his private parts.
The constable, fearing the situation, fled the scene and returned to the barracks.
The constable reported the incident to close relatives, senior officials, and the assistant superintendent of police for women's affairs. He later stated he was deeply distressed by the experience and returned home.
Following reports of the incident on social media, a formal investigation was launched under the guidance of the senior superintendent of police for the Kalutara division, involving evidence collection and an inspection of the scene.
Police informed the court that the victim was presented to the judicial medical officer at Kalutara General Hospital on 10 June and subsequently referred to psychiatric and social disease clinics.
The medical report stated that the victim's statement could not be dismissed and noted no contradictory findings.
Furthermore, police confirmed that telephone analysis reports verified communication between the constable's phone and both the personal and official mobile numbers of the officer in charge during the timeframe of the incident.
While the defence initially moved for anticipatory bail, the request was later withdrawn. Taking the investigative findings, telephone analysis, and medical records into account, the additional magistrate, Buddhika Malwatta, ordered the officer in charge to be remanded.
