The Ministry of Education, Higher Education, and Vocational Education states that the following provisions are now in effect, in addition to the instructions in Circular No. 12/2016 dated 2016.04.29 regarding the maintenance of discipline within schools.
According to the Ministry, special attention must be paid to paragraph 17 of the Supreme Court judgment related to Case No. 461/2012 (FR) when implementing the contents of the aforementioned circular.
Specifically, the directive states: "No child shall be subjected to any physical or mental harm as a method of punishment or for any other reason. No form of corporal punishment can be carried out at any level, and action will be taken against offenders according to the law."
The Ministry emphasises that special attention must be directed toward the facts mentioned in the Supreme Court judgment when dealing with the maintenance of student discipline.
According to the statement issued by the Ministry of Higher Education and Vocational Education, methods such as intervening and providing support for the positive behavior of students must be followed when engaging with them.
