Profound concern regarding the tragic incidents at Negombo Prison between 5th and 7th July 2026 was expressed by the Bar Association of Sri Lanka (BASL).

The association strongly condemns all acts of violence, noting that unrest inside detention facilities destabilises the Rule of Law and threatens public confidence in the judicial administration.

With tense situations also emerging across several other prisons, the BASL urges stakeholders to implement immediate measures to guarantee the safety of both inmates and staff nationwide.

The state must take all necessary precautions to ensure the well-being of prisoners and officers, preventing further violence while keeping facilities managed with full respect for human dignity.

Reports indicating that statutory oversight bodies faced difficulties while performing their lawful duties warrant serious concern and require independent investigation.

While the government's decision to appoint an independent inquiry committee led by a retired Supreme Court Judge is a welcome step, public confidence relies heavily on the transparency, impartiality, and speed of the probe.

The investigation needs to establish the sequence of events, identify administrative or security failures, and suggest institutional reforms to prevent a recurrence.

The findings should be made public, and anyone found engaging in criminal or official misconduct must face accountability under due process.

Furthermore, injured individuals require prompt medical care, and support must reach the families of the deceased.

This tragedy highlights long-standing structural issues within the prison system rather than a standalone event.

Detained individuals retain their fundamental rights and dignity, especially those in remand who maintain the presumption of innocence.

Simultaneously, prison officers deserve safe working conditions and adequate resources to perform their essential duties.

Addressing chronic overcrowding requires a comprehensive review of remand practices, timely disposal of cases, proper application of bail, and non-custodial sentencing options.

The BASL calls for a credible investigation and expects this tragedy to serve as a turning point for meaningful, lasting reforms within the criminal justice system.
