A new circular revising the salary structure and promotion process for officers of the Sri Lanka Principals’ Service is issued by the Ministry of Education, Higher Education and Vocational Education.
The new Circular No. 03/2014 (I) replaces Section 01 and related sub-sections of the previous Circular No. 03/2014, following Cabinet approval granted at its meeting on 11 May.
Approval is granted to calculate principals’ salaries treating it as a promotion, as an initial step towards resolving long-standing salary issues raised by principals.
The amendment aims to regularise the initial salary steps applicable to officers in the Sri Lanka Principals’ Service, in line with provisions of the Establishments Code.
A special concession period is also introduced by the ministry to address practical difficulties encountered in the promotion process for officers recruited to Grade III of the Sri Lanka Principals’ Service on 13 November 2009.
This decision, taken with the concurrence of the Public Service Commission, intends to facilitate promotions up to Grade I whilst addressing administrative challenges that arose over the years.
Principals will receive a concession period until 31 December 2027 to fulfil the qualifications and requirements necessary for promotions.
