Prime Minister Dr. Harini Amarasuriya instructed relevant authorities to promptly initiate reconstruction work on Kandawala Road in Ratmalana and its flanking drainage networks, which provide access to economically vital factories and higher education institutions.
The Premier issued the directives during a special discussion held today (31) at the Western Province Provincial Council office, according to its media unit.
The meeting revealed that years of neglect and existing blockages cause the roadway and surrounding buildings to flood regularly during rainy seasons, inflicting severe difficulties upon residents, institution staff, and visitors.
Officials identified several primary causes for the flooding, including unauthorised construction obstructing rainwater runoff, inadequate drainage maintenance, insufficient culverts and bridges, and a high groundwater table.
The Prime Minister emphasised that because land ownership disputes and a lack of clear institutional responsibility for canal maintenance contributed to the crisis, all state agencies must collaborate across narrow administrative boundaries. She further stressed that any final development plan must mandate comprehensive flood mitigation for the region.
