South African spinner Tabraiz Shamsi, who has been at the top of the list for some time, has ranked second place.
Shamsi has 770 rating points.
Third on the list is England's Adil Rashid with 730 rating points.
Only two fast bowlers are in the top ten bowlers in the ICC T20I Bowling Rankings.
They are South African Anrich Nortje and England's Chris Jordan.
They are seventh and ninth on the list, respectively.
