Sri Lanka secures $200m ADB loan for rebuilding

Sri Lanka signed a USD 200 million loan agreement with the Asian Development Bank to execute a 5-year reconstruction and livelihood support project following Cyclone Ditwah.

The loan agreements were signed at the Treasury in Colombo on Tuesday by Ministry of Finance, Planning and Economic Development Secretary Harshana Suriyapperuma for the government and Country Director for Sri Lanka Shannon Cowlin for the Asian Development Bank. The Finance Ministry did not disclose the terms and conditions of the signed loan.

This financial assistance will fund the rehabilitation and reconstruction of roads damaged by the cyclone, incorporating enhanced climate resilience between 2026 and 2030. The funds will also support restoring cyclone-damaged irrigation systems, offering agricultural livelihood aid to affected families, and providing housing restoration grants for impacted households.

The Ministry of Transport, Highways and Urban Development will serve as the executing agency for the project. The initiative features 3 main components: reconstructing cyclone-damaged road infrastructure, repairing damaged irrigation systems, and restoring livelihoods and housing for affected households.

Cyclone Ditwah caused widespread disruption across several regions in Sri Lanka, bringing torrential rains, localized flooding, and strong winds that damaged vital infrastructure, homes, and agricultural land. The storm severely hit vulnerable rural, coastal, and upcountry communities, washing away standing crops, destroying livestock, and damaging small businesses.

The destruction of arable land and rural infrastructure disrupted daily income generation for thousands of farming and fishing families. The sudden damage shifted state resources toward emergency relief, food distribution, and basic infrastructure repairs, worsening economic pressures on household incomes and delaying long-term community development.
