Serious fraud and legal violations occurred during the 2009 coal import procurement process, according to a complaint filed today (07) before the Presidential Commission investigating coal fraud.
National People’s Power (NPP) Member of Parliament Ravindra Bandara submitted this first formal complaint to the commission.
Public outcry followed revelations that coal imported for the Norochcholai Lakvijaya Power Plant through an Indian company failed to meet required standards.
A special audit report for the 2025-2026 season further disclosed that the contract was awarded to a firm that lacked proper registration on the bidding date.
Additionally, the task of verifying coal quality fell to a company whose license had been cancelled by December 29, 2025.
President Anura Kumara Dissanayake appointed the full-powered Presidential Commission to probe irregularities or illegal acts in coal imports and electricity production from the start of coal power generation until April 16, 2026.
